Heavy-duty diesel trucks in California must meet 2010 engine emissions levels or use diesel particulate filters that can reduce the emissions of diesel particulates into the atmosphere by 85% or more. Diesel trucks are heavily used in the San Joaquin Valley and Los Angeles Basin, which suffer from some of the worst air quality in the nation.

The Los Angeles Board of Harbor Commissioners formally approved an Environmental Ship Index (ESI) program to take effect 1 July, becoming the first seaport in North America and the Pacific Rim to do so. Ship emissions are the single-largest source of air pollution from port-related operations.

While current state and federal measures are on target to reduce toxic diesel locomotive emissions 65% or more by 2020, additional measures recommended by ARB staff would ultimately provide up to 85% or greater emissions reductions within the rail yards over the same period, resulting in cleaner air for nearby residential neighborhoods as well.
