The US federal government has set a goal—via Executive Order 13423—for federal agencies to use plug-in hybrid electric vehicles (PHEV) as they become available at a reasonable cost. However, the GAO notes, “ new nuclear plants and renewable energy sources can be controversial and expensive.”

The PHEV (Plug-in Hybrid Electric Vehicle), a subset of the electric car, combines a primary electric motor with a much smaller back-up engine fueled with a hydrocarbon/biofuel mix. (In In this paper PHEV refers solely to the long-range PHEV of 60 miles (100 km) electric-only range.) It is much more than that.

Alternatively, may we suggest the sound of the neighborhood ice cream truck? When a car is operating on the electric motor only, throttle and speed dependent synthesised sound projects an engine sound in front of the vehicle.
