Navigant’s analysis indicates that only buyers in California and Oregon will purchase sufficient numbers of vehicles in order to meet the ZEV requirement in 2018 and 2019. Throughout 2014, Tesla Motors fortunes will have tongues wagging (and international car buyers salivating) as the brand becomes a global phenomenon.
