The federal government is pushing their fleet-procurement decisions almost completely to EVs and hybrids irrespective of costs.

As described in their white paper, “Evaluation of state-level US electric vehicle incentives”, the researchers found that some of the states with the largest electric vehicle incentives—i.e., The sales dataset was purchased from IHS, and included electric vehicle regulations by make and model in each state in 2013.

By 2022, not even California will meet the 10% ZEV requirement.

A new white paper published by the International Council on Clean Transportation (ICCT) comparing official and “real-world” fuel consumption and CO 2 emission values for passenger cars in Europe and the United States shows that the average discrepancy between the values in Europe increased from less than 10% in 2001 to 25% in 2011.
