PHEVLERs are defined as PHEVs with sufficient battery capacity for all electric driving of twice the average daily distance. [ a) PHEVs with smaller battery packs and shorter electric ranges consume more liquid fuel than a PHEVLER needs to satisfy its annual driving needs. PHEVLERs use the existing liquid fuel infrastructure.

Not so coincidentally, the US government’s Corporate Average Fuel Economy (CAFE) standards, had almost the exact same increases during this period. As of today, less than 1% of vehicles on the road in the US are either BEVs or PHEVs. This is an increase of 10.7 miles or 37 percent. during the same period.
