Countries meeting in Durban, South Africa, managed to deliver an agreement after an extension to negotiations. Governments at the COP17 meeting decided to adopt some form of a universal legal agreement on climate change as soon. and to assist the Conference of the Parties. as possible, but not later than 2015.

According to the group, an integrated climate change and clean energy policy framework should include: Clear short-, medium- and long-term greenhouse gas emission reduction objectives and targets, and comprehensive, enforceable legal mechanisms and timelines for delivering on these objectives and targets.

All agreements would be legally binding, and would be subject to independent verification. The relative valuation of potential emissions offsets (e.g. afforestation, avoided deforestation, carbon capture and storage, energy efficiency measures, renewable energy generation) would be established.
