Newsom signed a funding bill to invest $106 million in the construction of additional hydrogen stations through the end of the decade, for the first time backing stations for commercial vehicles as well as passenger cars. Ignoring the briefly popular commercial electrics around at the turn of the last century, EVs have been experimental concepts or limited edition runs until relatively recently. This lower-cost and lower-risk strategy is exemplified by the Volkswagen e-Golf and Fiat 500e. Lexus did the trick. Create a Sub-brand.

Because of the high cost or batteries, many automakers have basically sat on the sidelines as they wait for prices to come down before jumping in to EV production with both feet. The approach cuts the cost of charging ports and installation to about half that of Level 2 equipment, making offering charging as an amenity much more attractive.

Studies estimate utilities might compensate car owners with $2,000-3,000 a year to "borrow" their storage capacity -- thereby helping to offset the incremental costs of plug-in hybrids.
