Illinois has announced that they will be introducing a $4,000 tax incentive for new fully electric vehicles as of today (July 1st). Delaware offers buyers a range of incentives depending on the vehicle they purchase.

They are early adopters, buying "Version 1.0" So far, most start as hybrids.
