So diesel fuel gets taxed twice or penalized twice at the federal and state level. Fuel cells are seen as hitting 1% by 2025; extended range electric vehicles, 3%; and battery-electric vehicles, 4%.

Fuel cell cars should be plug-in hybrids so that the fuel cell is used only for extended range, and the fuel cell stack and hydrogen storage can be smaller. How about a car-mounted wind-generator?
