An ever-expanding backlog of investment needs is the price of our failure to maintain funding levels—and the cost of these investments grows as we delay. Although the Commission recommends moving away from a fuel tax, it also noted that a portion of revenues derived from a carbon tax on fuels should be allocated to the highway fund.
