The electricity for recharging has to come from somewhere, which means power plants. Best take on all this has been that SouthPark episode with "It" You want something efficient that uses little resources and doesnt impact traffic and parking, then buy a motorcycle. There is significant cause vs. effect debate on CO2.

As part of the solution framework, the Israeli government will provide tax incentives to customers, Renault will supply the electric vehicles, and Project Better Place will construct and operate an Electric Recharge Grid across the entire country. The four-door sedan will deliver 40 miles on a charge; a small gasoline engine will recharge the battery as it approaches depletion, extending its range by as much as 200 miles. Generating electricity from wind and geothermal rather than a CO2 producing sources would help alleviate that problem. Many others are not so careful.
