The California Global Warming Solutions Act of 2006 (Assembly Bill 32 (AB 32); Stats. The goal of these meetings is to get input on the state’s Climate Change Action Plan, also known as the Scoping Plan, that is currently being developed to cut greenhouse gases 40% by 2030.

O’Neill found that while the LCFS is an authorized regulation as defined by the federal Clean Air Act, California’s authority “ is not unfettered ”. While regulating GHG emissions to combat global warming may be a legitimate end, California may not do so through the use of invalid legislative means. —Judge O’Neill.
