Delaware will join 13 other states in adopting California’s Zero Emission Vehicle (ZEV) regulations. Managed by the Delaware Department of Natural Resources and Environmental Control ( DNREC ), the ZEV program is designed to accelerate the commercialization of battery-electric, plug-in hybrid and fuel cell electric vehicles.

By replacing older, polluting engines with new technologies, the projects over their lifetimes are expected to prevent emission of 503 tons of nitrogen oxides (NO x ), 130 tons of carbon monoxide, 238 tons of carbon dioxide, 59 tons of hydrocarbons, 30 tons of fine particulate matter, and a half-ton of coarse particulate matter.

As part of the Transportation and Climate Initiative (TCI), Delaware, Maryland, New Jersey, New York, North Carolina, Pennsylvania, Vermont, and Virginia have participated actively in developing the TCI-P and have the opportunity to join the program in the future. Jurisdictions will independently decide how to invest program proceeds.

Each of the four recipients will match a percentage of the grant amount with their own funds to purchase compressed natural gas-powered vehicles; retrofit diesel engines with cleaner technology; replace older, more polluting diesel buses with cleaner diesel buses; or purchase hybrid electric-powered buses.

The transit authority has committed to purchasing four new natural gas-powered 45-foot coach buses and six 30-foot buses. Republic Services of PA LLC will receive $500,000 for the purchase and deployment of 64 heavy-duty CNG refuse trucks that will provide refuse collection services throughout Adams, Cumberland, Dauphin and York counties.

In all cases, purchasing an electric school bus is consistently a net present benefit. Health concerns arise because diesel buses release particulate matter and other harmful pollutants, and these emissions can be disproportionately higher within the cabin of the bus compared to ambient pollution levels.
