The California Center for Sustainable Energy (CCSE), administrator of the state’s Clean Vehicle Rebate Project (CVRP), has introduced an online interactive map with information on the distribution of more than 20,000 rebated plug-in cars. The results can be printed on scales ranging from neighborhoods to the entire state.

Duke Energy and ITOCHU’s program builds upon their involvement in Project Plug-IN, a large-scale public/private EV initiative based in Indianapolis. According to some auto industry estimates, electric vehicle (EV) batteries that can no longer charge to approximately 80% of their original capacity may be candidates for replacement.

Currently, SCE customers lease or own more than 12,000 plug-in electric vehicles (PEVs), both battery electric (BEVs, for about 35%) and plug-in hybrids (PHEVs, for about 65%)—about 10% of national EV sales. A residential circuit handles something like 7-10 homes; adding a plug-in is like adding an extra home to the circuit.

This new company, Bright Automotive , is founded by ex-GM EV1 people, and the super efficient Rocky Mountain Institute to make plug-in hybrids in Indiana. Think Tank’s Plug-In Car: Aerodynamics Are Key. To date, the relatively high cost of batteries has kept electric and plug-in vehicles at the fringes of the auto industry.

The harsh reality of high costs and the inexorable heft of the auto industry have claimed another electric-car startup. GreenTech Automotive opened a plant in Mississippi in 2014, first saying it would manufacture a small, two-seat electric vehicle called the MyCar there.
