Environmental Protection Agency (EPA) issued a proposed rule setting the minimum amount of renewable fuels that must be supplied to the market in calendar year 2018 under the Renewable Fuel Standards (RFS) program. Advanced biofuel volumes for 2019 will increase by 630 million gallons over the 2018 standard. Cellulosic biofuel volumes for 2019 will increase by almost 130 million gallons over the 2018 standard. Biomass-based diesel volumes for 2020 will increase by 330 million gallons over the standard for 2019.

EPA is granting 31 small refinery RFS exemptions for the 2018 compliance year, as well as 6 denials. For 2011 and 2012, 24 small refineries were granted an exemption under this provision. EPA may grant the extension if it determines that the small refinery has demonstrated disproportionate economic hardship.
