California conducted a similar review in 2016 for vehicle standards through the 2025 model year and found the standards achievable, cost-effective and appropriate. To date, California has invested $820 million in incentives for zero-emission and plug-in vehicles.

The authors defined regions as the Midwest, Mountain, Northeast, South, and West, based on the US Census (2016). These typically range from $1,000 to $3,000 per battery electric vehicle in most states, and they are typically about half as much for plug-in hybrid vehicles due to their lesser all-electric driving capability.

Following the launch of the Soul EV ( earlier post ) late last year in California, along with sales beginning in Georgia, Texas, Oregon, Washington and Hawaii earlier this year, Kia Motors America (KMA) is expanding availability of its fully charged urban runabout into four new states: New York, New Jersey, Connecticut, and Maryland.
