In 2011, the Ministry of Science and Technology announced a goal of one million EVs by 2015 and 10 million by 2020, but these targets were later cut in half. The Volt is, and always has been, more than than an electric car. Lutz, who retired earlier this year, called the car Detroits "moon shot" and an attempt to wrest the mantle of innovation back from the Japanese. GM will leapfrog Toyota and Honda by providing an electric car to the masses by the end of next year.
