Conversion systems allow vehicles to run on alternative fuels; most conversions involve switching gasoline or diesel vehicles to operate instead on a gaseous fuel such as natural gas or propane; an alcohol fuel; or electricity. Fuel cell technology is also being used to power transit buses and forklifts, and to produce electricity for industrial uses. As part of ARB’s 2006-2007 budget, the California legislature allotted $25 million for the purposes of encouraging the use of biofuels and high efficiency, low-emitting vehicle technologies.

Existing law exempts certain clean, alternative-fuel vehicles from these occupancy requirements, so that a vehicle with a sole occupant may use an HOV lane—if the vehicle displays a Clean Air Vehicle sticker. Under this program, DMV issued yellow stickers for the Toyota Prius and Honda Civic Hybrid. Green HOV stickers.
