When Congress passed the Clean Air Act, it never gave EPA the explicit authority to regulate greenhouse gas emissions for the purpose of stopping global climate change. Closer to home, the federal fuel economy standards require the average fleet fuel economy of OEMs that sell vehicles in the USA to be 35.5 As private companies, automobile manufacturers look for the lowest cost means of getting from A to B and the premiums that they can charge for getting from A to B faster.

Under the Proalcool Program, sugar companies were ordered to increase production and the state-run oil company, Petrobras, was required to make álcool (ethanol) available at its fuel stations. By the mid-1980s, three quarters of the cars manufactured in Brazil were capable of running on sugarcane-based hydrous ethanol.
