I began our interview by asking Lillian about the early days of EPN which she helped found in 2001. What was your environmental priority in 2001 and what is it today? In 2001 we started by making a list of what our environmental priorities were and then we brought those to the public by recruiting speakers to present those topics on Earth day. We covered: global warming, nuclear power, clean air, smart growth, globalization and the environment.

What we’re not breathing is clean air, because the smoke from the La Canada-Flintridge fire, about 38 miles from here, is still making air quality hazardous and people in the L.A. In 2001 she terminated our grass lawns and replaced them with drought tolerant plants because of her concerns for water use. I volunteer with GRID Alternatives installing solar panels on low income and Habitat for Humanity houses.

But I will admit that one thing has changed even more than the size of our electric bill and that’s the size of the solar PV system we now need to generate 100% of our electricity – because the same moves that cut our electric bill also cut the number of solar panels we need by 50% too. They fell 23% from a peak of 14 metric tons per person (roughly equal to driving 34,000 miles) in 2001 to 10.8 metric tons per person in 2016 (roughly equal to driving 26,000 miles). The carbon intensity of California’s economy has dropped 38% since the 2001 peak and is now one-half the national average. Solar electricity in all forms, including rooftop generation, grew 33%, while natural gas fell more than 15%.

The drop in hydropower has now been completely replaced by in-state wind and solar power. Carbon intensity has dropped 23% from the peak in 2001, and declined an average of 1.9% tons per person in 2001 to 12.0 tons per person in 2013, a 14% decrease overall. The primary programs are the Renewable Portfolio Standard, the Advanced Clean Cars program, the Low Carbon Fuel Standard, and the Cap-and-Trade program.
