Denmark did that with Wind Power and now most of their energy comes from wind rather than oil, natural gas, or coal. Yes GM will lose $ on the Volt, just like the first Insights or Priuss, but unlike Toyota or Honda, they just cant afford to wait for it to catch on and become profitable. Its a damn shame.
