Since then, much of the dust has settled on the Capitol as it continues to implement qualifying terms for tax credits , continuously shifting what used EVs do and do not qualify. Some will be electric-only, others will be extended-range vehicles in which a gasoline engine will generate electricity on board after about 40 miles of driving on a fully charged battery. They will also compete against new hybrids from Ford, Toyota ( TM ) and Honda ( HMC ), which are entering the market now.

General Motors Chevy Volt series PHEV, which it calls "extended range electric vehicle" (EREV), part of "E-Flex" multi-fuel platform. Honda Sees PHEVs as having "unnecessary fuel engine and fuel tank;" promises all-electrics "assuming we can come up with a really high-performing battery that we are working on currently."

The head of Chryslers ENVI division, Lou Rhodes, told AutoblogGreen this morning that Chrysler is marketing this battery-only version of the van to commercial fleet customers who typically have shorter range requirements. The extended-range version will be focused on retail customers.

Fuel cell cars should be plug-in hybrids so that the fuel cell is used only for extended range, and the fuel cell stack and hydrogen storage can be smaller.
