Five EU member states don’t offer any incentives at all: Croatia, Estonia, Lithuania, Malta and Poland. Even though all manufacturers are expanding their portfolios of electric vehicles, we unfortunately see that market penetration of these vehicles is still very low and very fragmented across the EU. Registrations of new cars fell furthest in 2012 in Greece (-41%), Portugal (-38%) and Cyprus (-25%), while at the other end of the scale new cars increased by more than 12% in in Estonia and Hungary. Cars with the highest average emissions were sold in Latvia (152g CO 2 /km) and Estonia (150g CO 2 /km).
