HB 1965 directs the State Air Pollution Control Board to implement a LEV program for criteria pollutants and greenhouse gas emissions and a ZEV program only for motor vehicles with a gross vehicle weight of 14,000 pounds or less, beginning with the 2025 model year.

The original 1975 standards applied to hydrocarbons (HC), one of the two most important contributors to smog, and carbon monoxide (CO), a toxic air pollutant. These new standards applied to 1988 model year and later bikes and could be met on a corporate average basis. The standards include corporate averaging provisions.

The Corporate Average Fuel Economy (CAFE) standards require that vehicles offered for sale in the US attain an average fuel economy of 40.3 to 41 mpg by 2021 and 48.7 mpg by 2025. These standards will require the US new vehicle fleet to double in fuel economy between 2012 and 2025.
