Currently only five PHEVs would not meet the proposed 10 kWh threshold: Toyota Prius Prime, Subaru Crosstrek Hybrid, Hyundai IONIQ, Kia Niro PHEV, Ferrari SF90 Stradale (which exceeds MRSP cap and would not qualify anyway).
