ARB could spend a year in conversation with stakeholders to figure out regs and credits for new OEM plug-in hybrid cars. Lately Goldman has been driving one around DC, meeting with policy makers and pushing for consumer incentives for hybrid conversions. However, there are innumerable ways to do it.

Conversions are mostly for the Prius, with a few for the Ford Escape/Mercury Mariner hybrid SUVs. At that point, we expect the aftermarket companies prices to have come down sufficiently so that their conversions will be attractive to owners of hundreds of thousands of hybrids already on the road. So far, most start as hybrids.

Several after-market companies have done PHEV conversions of the Ford Escape hybrid and one has done a retrofit of the F-150 pickup -- see Where PHEVs Are and ICE-Conversions.) 2010 Prius designed to be manufactured with NiMH or Lithium batteries. The Omori factory currently produces NiMH cells.

Even so, most next gen EV manufacturers are focused on lithium ion (and to a lesser extent NiMH) as the core technology to power their cars. More often than not, the “recycling&# of NiMH or lithium-ion batteries involves shipping them off to places like China, where their fate is truly unknown.
