The FOA modifies a much smaller and earlier-issued FOA by incorporating a supplemental $300 million appropriated by the American Recovery and Reinvestment Act (ARRA) of 2009 (the stimulus bill) for the Energy Policy Act (EPACT) of 2005 Section 721 to fund a competitive grant pilot program to be administered through the Clean Cities Program.

While people can purchase neighborhood electric vehicles today for about $10K, they only have a top speed of 35 miles an hour or so, essentially glorified golf-carts. All the commercially available freeway-capable (70 mph) EVs are priced way out of reach for the average consumer.

Ive found it facinating how car commercials changed the main MPG number they promoted before gas went over $4 a gallon as city miles. Why grant them the privledge to spend our money in the first place? You guys go ahead and buy your 40 mile per charge GM golf cart. It is 12 years later. The management at GM are liars.
