California implemented its Low Carbon Fuel Standard (LCFS) starting in 2010 as part of its effort to regulate CO 2 emissions on top of the fuel blending requirements. The goal was to reduce fuel carbon intensity (CI) by 10% in 10 years (between 2010 and 2020). On its face, it’s a simple program. No mandates, but blend credits.
