The plan, announced on Tuesday, 19 May at the C40 Climate Change Summit in Seoul, promises a range of measures to put at least 100,000 electric vehicles on London’s roads as soon as possible, from investment in re-charging infrastructure to financial incentives for consumers. The average journey in London is just four miles.

At present, PHEV technology alone is equipped to improve the current electric grid. The car can refuel during periods of low demand on the grid, and if equipped with a bi-directional charger, can actually replenish the grid with excess energy gleaned from a renewable resource. GM will leapfrog Toyota and Honda by providing an electric car to the masses by the end of next year. The four-door sedan will deliver 40 miles on a charge; a small gasoline engine will recharge the battery as it approaches depletion, extending its range by as much as 200 miles. The car is expected to cost around $40,000.
