The stimulus package is designed to address the recession and in the short term people were anxiously awaiting two key components of the plan: clarification on the details behind “ grants in lieu of tax credits ” and awards of loan guarantees by the DOE from section 1705. But I will admit that one thing has changed even more than the size of our electric bill and that’s the size of the solar PV system we now need to generate 100% of our electricity – because the same moves that cut our electric bill also cut the number of solar panels we need by 50% too.

Now there are more than 40 locations that have applied for Texas Commission on Environmental Quality VEMP Level 2 grants , and I know of a few more that are still discussing plans in committee. In the seven counties I have chosen to serve, there are oil fields, windmills, solar farms, and even a hydroelectric dam.

The treasure chest was cleverly disguised in the form of Federal stimulus money from the ARRA, the American Recovery and Reinvestment Act. See, California’s AB 811 is all about funding solar energy and energy efficiency for property owners. Imagine that. Here at my home we’ve cut our electrical bill more than in half.
