Since a fuel tax is pre-paid, if we go to a mileage tax, there will be a major shortfall of funds in all jurisdictions. Because a mileage tax would be post-paid. And EV drivers refuel at charging stations whose owners or operators can also pay a collected kWh tax on a monthly basis. Public Charging.
