Pioneering companies now have designs to turn gasoline- and diesel-powered vehicles into all-electrics or plug-in hybrids, depending on how they’re built and the range their drivers need. We’ll add targeted incentives to jump-start this successor to the $4,500 “Cash for Clunkers” program. We already upgrade our computers.
