Registrations increased in all EU Member States except Finland, Ireland and the United Kingdom. Sales of plug-in hybrid electric vehicles (PHEV) and battery-electric vehicles (BEV) continued to increase—last year by 42%. Sales of new passenger cars in the EU increased by 3% in 2017 compared to the previous year.

As of 20 July, participating governments include China, France, Germany, Japan, South Africa, Spain, Sweden, the United Kingdom, and the United States. Other initial partners include the International Energy Agency. Participating countries may also share experiences from existing pilot projects.
