There continues to be a shift towards consumers buying trucks and large SUVs and now combined with electric vehicles having large and heavy batteries. Since a fuel tax is pre-paid, if we go to a mileage tax, there will be a major shortfall of funds in all jurisdictions. Because a mileage tax would be post-paid.
