This would create an energy market in which only the amount of electricity actually in demand is fed into the grid. In addition, a fleet regulation for power plant fleets modeled after the automobile industry would be an effective way to limit the average CO 2 emissions of the power utilities and further reduce emissions.

Denmark did that with Wind Power and now most of their energy comes from wind rather than oil, natural gas, or coal. The federal government cant hand out money to a company thats telling them that itll lose money on a $40, 000 automobile that more than half the populace couldnt afford if the economy was in good shape! Never again.
