It was a Manufacturing Failure, as GM NEVER planned to build the car in Volume, so No Economies of Scale were ever achieved. We should have built more Nuclear power plants and created a nuclear waste recycling program. Generating electricity from wind and geothermal rather than a CO2 producing sources would help alleviate that problem.
