They leased a few (at a loss) to those that could afford it. South Korea did that and Australia is going to be doing that. Blending the MPG of SUVs and small cars understates the real consumption and rewards automakers for building gas hogs and unsafe micro cars which makes people want to buy "safe" gas hogs.
