We may not see a strong CO 2 price signal for many years. In the interim, we need a large, focused, federal program to develop and demonstrate commercial-scale technologies. This is essential if retrofits are to be affordable in developing countries. Professor Ernest Moniz, director of the MIT Energy Initiative (MITEI).

Many of the technologies that reduce climate change emissions also significantly reduce the operating costs of passenger vehicles on a month-to-month basis for consumers. Nonetheless, staff believes that manufacturers will be able to certify their vehicles to both California and federal requirements when both programs are in effect.
