California 2019 crude average carbon intensity up

The 2019 CI is up from 2018 (12.35) and from 2017 (11.93); volume delivered to California refineries was down, however: 584,313,143 barrels in 2019, versus 624,127,435 in 2018 and 621,246,732 in 2017.
