This revenue could be used to either cut other taxes or to avoid cuts in Federal programs. The first win—Congress could reduce personal or corporate income tax rates, extend the payroll tax cut, maintain spending on social programs, or some combination of these options. —Rausch and Reilly (2012).

Counties where measured ozone is above proposed range of standards, based on 2011-2013 monitoring data. Stronger ozone standards will also provide an added measure of protection for low income and minority families who are more likely to suffer from asthma or to live in communities that are overburdened by pollution.
