In September 2004 the California Air Resources Board (ARB) passed regulations to reduce greenhouse gases (GHG) from new passenger vehicles starting in 2009. EPA also found that the California program meets legal requirements regarding the protectiveness of public health and welfare as well as technological feasibility.

This year’s Index finds that 2017 marked the first time that a greater portion of California’s power mix came from renewable sources such as wind and solar than it did from fossil fuels. Transportation emissions hit a record high in 2017—making up 41.1% percent, respectively, from 2016 to 2017. five years ago.
