In September 2004 the California Air Resources Board (ARB) passed regulations to reduce greenhouse gases (GHG) from new passenger vehicles starting in 2009. These regulations were authorized by the 2002 legislation Assembly Bill 1493 (Pavley). Tags: Climate Change Emissions Policy.

It covers ten Northeastern and Mid-Atlantic states (Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont). RGGI took effect and began regulating CO 2 emissions on January 1, 2009. The cap-and-trade program will begin regulating emissions in January 2012.
