It covers ten Northeastern and Mid-Atlantic states (Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont). RGGI took effect and began regulating CO 2 emissions on January 1, 2009. The cap-and-trade program will begin regulating emissions in January 2012.
