Countries meeting in Durban, South Africa, managed to deliver an agreement after an extension to negotiations. Governments at the COP17 meeting decided to adopt some form of a universal legal agreement on climate change as soon. as possible, but not later than 2015. According to the group, an integrated climate change and clean energy policy framework should include: Clear short-, medium- and long-term greenhouse gas emission reduction objectives and targets, and comprehensive, enforceable legal mechanisms and timelines for delivering on these objectives and targets.
