The bulk of the funding is flowing to natural gas projects, with additional funding for electric vehicle infrastructure and a biodiesel project. The grants, funded by a portion of the state’s annual utilities gross receipts tax, are intended to encourage new markets for alternative fuels, fleets and technologies across Pennsylvania.

The vehicles and infrastructure being funded include the use of natural and renewable gas, propane, ethanol, biodiesel, electricity, and hybrid technologies. The program includes the installation of 10 alternative fuel refueling sites (two B20, one Electric Recharging, and seven CNG). Total DOE award: $15,000,000.

The PHEV (Plug-in Hybrid Electric Vehicle), a subset of the electric car, combines a primary electric motor with a much smaller back-up engine fueled with a hydrocarbon/biofuel mix. (In In this paper PHEV refers solely to the long-range PHEV of 60 miles (100 km) electric-only range.) It is much more than that.
