Markey of the Energy and Environment Subcommittee on Tuesday released a draft of far-reaching energy and climate legislation that targets job creation, promotes renewables and energy efficiency, and places limits on emissions of greenhouse gases. Title III, Reducing Global Warming Pollution , (the cap-and-trade title), has eight subsections.
