The current approach of the fuel tax is simple, fair, and the collection and payment infrastructure is in place. Drivers of gasoline- and diesel-powered cars and trucks pay a fuel tax when filling up a a gas station/convenience store and then the gas station owners send payment to the tax authorities in their state.

Then consider that in order to actually go any farther than the neighbood store, one still had to have ANOTHER car.
