Not so coincidentally, the US government’s Corporate Average Fuel Economy (CAFE) standards, had almost the exact same increases during this period. Since a fuel tax is pre-paid, if we go to a mileage tax, there will be a major shortfall of funds in all jurisdictions. Because a mileage tax would be post-paid.
