The PHEV (Plug-in Hybrid Electric Vehicle), a subset of the electric car, combines a primary electric motor with a much smaller back-up engine fueled with a hydrocarbon/biofuel mix. (In In this paper PHEV refers solely to the long-range PHEV of 60 miles (100 km) electric-only range.) It is much more than that.

Algae cultures tend to be relatively dilute, and the energy requirement to remove water from the cultures can be a significant portion of the energy balance. Additionally, few of current harvesting and dewatering technologies available today are amenable to scaling for larger production scenarios of 1,000 acre or larger algal farms.

Most charge points available today take much longer to re-energize batteries than it does to fill a gas-powered cars tank. The demands on the grid would require a lot of infrastructure work without some sort of "energy reservoir" in place. They have several stations already built and plan on thousands more.
