The low-emission vehicle (LEV) standard requires vehicle manufacturers to deliver passenger cars, trucks, and SUVs that produce lower greenhouse gas emissions and other pollutants for sale in Minnesota. The rule only applies to new light- and medium-duty vehicles for sale in Minnesota.

Honda last week announced key targets for sales of electrified vehicles in North America, with a plan to make battery-electric and fuel cell electric vehicles (BEVs and FCEVs) to represent 100% of its vehicle sales by 2040, progressing from sales of 40% by 2030 and 80% by 2035. This is in part due to the collapse of the Italian and French markets, on which small cars are heavily reliant for sales—in 2019, 38% of A and B segment registrations in Europe occurred in Italy and France. Registrations of SUVs fell by 48% to 338,300 units while increasing their market share to almost 40%.
