Annual use of an EV should be less than the average cost of $8,000 per year for using a gasoline in many countries including the USA. Millions of EVs and PHEVs would expand the sale of electricity as an alternative to oil. Pre-paid 600 kilometer cards are one approach that is suggested. It would be a financial win-win for all.
